Because it allows us to maintain a good relationship with Boca, and he's a fan of the club who wants to see them receive a fair amount. This way it makes our offer even more attractive for him.

Nothing wrong with it as he’s credited the source - but he’s not ‘well placed’ at all. The Argus journos are more ‘well placed’

By bidding we’re offering Boca a potentially better deal than simply exercising the buyout clause. Given this has ‘broken’, quite possibly indicates it’s a done deal as far as us and the player are concerned - if Boca refuse the bid, we’ll simply activate the release clause anyway. Pretty clever move by the club if so.
Unless of course it has broken, because the selling club has leaked it in the hope of smoking out alternative generous bids?

according to Twitter apparently Boca are going to reject the $10m + 10% so we can offer $10m and activate the buyout, which seems a bit strange?
Doesn’t matter if there’s a release clause does it ? Power is now with the player, as long as the clause is met he can choose if there are multiple bids
