I think it can be read either way. What we can agree on is that it is very badly worded for what is supposed to be the oracle for answers. Either way, hoping Chelsea lose in the league comes naturally to me.
Also, the UEFA website seems to back this up but the wording needs a bit of clarity. I'm nowhere near 100% sure but it seems to check out.

The winner of the Europa get Champions League but make no odds to the top 5 getting Champions league as well. In other words, if Man Utd or Tottenham win the Europa we get 6 in the Champions league and it has no impact on Conference or Europa allocation.
