Ben White Yellow Card in open play: White gets ball, kicks Liverpool player = free kick and yellow

Danny Welbeck in penalty area: Welbeck gets ball, gets kicked by Liverpool player = penalty

Whether you agree or not as to whether it was a pen - the laws have to be applied consistently......
