an employer can furlough you, and call you back when they need you, but cant dip in and out.
if they call you back then you are on full pay as well

I misread what he said, and typed in DVLA - I got a similar reaction when I saw the tax rates for a few cars I was thinking of buying...

Everybody at my wife's dental practice was put on furlough except my wife and the boss to cover emergencies. The NHS then contacted them and said all have to go back full time and help out within the NHS somewhere, which seems fair enough. My wife is still at the surgery, I'm not sure what the others are now doing, if anything.
