I asked that months ago but, reading between the lines of that story, it seems that the PL has tougher criteria than the FL. But it's not very clear as the story says that it was the FA who stopped the last bid

Because Hull are a better club than Reading and many people care about them, whereas nobody gives a shit about Reading
