O/T Does the punishment fit the crime ?

I have an issue with fixed penalties in as much as they aren't related to the ability to pay; a 6th form student might not have any income at all and so be unable to pay whereas someone on £100k a year could pay it several times over.

Neither will have to pay if they don't drop litter or, for that matter, break the law that any fixed penalty applies to.

Nothing worse than people who think you're self-righteous for wanting to appreciate your surroundings without piles of shit flung around everywhere.

If we accept that whatever way we feel about it some people will still litter then that creates jobs. However, before you all take issue with that I am talking about possible voluntary work gangs from local prisons to help anti-littering. Governor speaking to (suitable) inmates....'Fancy a day outside boys collecting rubbish?' Would some jump at it for £11-13 quid a week? You bet they would! Supervised in the right way gangs of crooks could do a great job along the highways, railways and areas outside high population density. I think it would be good all round, cons outside during the day. Cleaned up A roads, motorways and railroad embankments would be the countries gain. Crooks get a taste of work. Job done. Prisoners would benefit, society benefits. Let's have some UK 'chain gangs' (humane ones)

Glad they are starting to fine for this.

Re the above, was thinking just this as I drove down the A27 eastwards from the Dyke roundabout down to the A23 turning - have a look next time you're on that bit of road, it's horrendous....
We saw all that rubbish there too on Monday.

Possibly the same as some PCSO's/Specials (depending on the police force) whereby they can request you stop but not make you? They could then report you to the police
Specials have the same powers as regular Police Officers. As you say, PCSOs have the powers to detain people for 20 minutes I think, in some areas, until a proper Police Officer gets there.

We have been watching that program, 'The Inspectors are Coming', and as yet have not seen anyone doing a runner. Mind you, they are being filmed by a camera crew so maybe not the wisest thing to try to scarper!

It's about a £500 minimum for littering in Singapore, so he should be grateful. Going on the amount of litter in the streets and in hedgerows, etc, I think fining is a bloody brilliant idea.

Staffordshire Moorlands a decent area to live places like Ashbourne,Buxton close by,but the litter by the roadside is a disgrace and it,s not the council. Lay-By,s WITH BINS AND LITTER JUST EVERYWHERE APART FROM THE BIN. Make the offender pick their rubbish up.

If you got caught fly tipping, I suspect you wouldn't get a fixed penalty notice. You'd be going to court. And quite right too.

Those lazy thieves- for that's what they are, taking people's money under false pretences to dump their waste in a hedge- deserve to be hammered. It's hugely depressing to walk along a country lane and find a huge pile of car tyres, white goods and broken concrete stacked up in the bushes. *******s.

All the main arterial routes are like this at the moment, it's horrible. I can only imagine that local government budget cuts have meant they don't clean up nearly as much as they used to (not that it's the council who are the lazy shits chucking their McDonalds wrappers out of their car windows :angry:). The A27, A23 and A22 all look dreadful currently.

Staff at 3GS Environmental Solutions have begun work patrolling city streets and issuing £75 fines to residents and visitors caught dropping litter and flytipping as well as dog owners who leave their pets’ mess in public places.

If I ever saw somebody do that in my presence, I swear to God I'd pick up said bag of shit, follow them home and post it through their letter box.

Does it? I confess I'm not 100% on this one, but if you fly tipped a load of stuff, I'd be pretty surprised to see them deal with it by means of FPN. Also, the Argus is also factually incorrect with staggering regularity, so don't take all they write as gospel :)

Anyway. No qualms from me with fining litter louts, big or small. Do it more often. We all have to live on this planet. Let's not make it uglier than it needs to be out of sheer laziness.

If it's £75 for a fag-end, looking forward to seeing what they do for fly-tippers. Becoming a real problem in mid Sussex at least - Gatehouse Lane and Danworth Lane/High Hatch Lane being particular hotspots

I thought that the powers of specials depended on the force as well? I was going to join them 8 or so years ago and the guy I spoke to told me it did - he could have been completely wrong!

I think it is surprising how few do a rubber but then I guess it's the whole fear factor after being caught. And, the camera!

Yes, they definitely have the same powers. What tends to happen though is that they are paired with a regular to try to avoid any mistakes.

I think that guy you spoke to needs a bit of retraining!
