There used to be a specialist whisky shop at the bottom of North Road, not sure if it's still there, not been down there recently.

I think you're right.

there is/was a off licence near top of southover street (next to pyroman?) that did odd stuff (absinthe, beer on tap etc) - they might have some / know a man who can..

Southover Wines, I doubt they'll have anything as exotic as Japanese Whisky. If you go there you do get to interact with properly stoned people though, which is always fun.

Brighton Station Wine Cellars under the arches at the station may well do drinks other than wine. And still in Trafalgar street, there's a tiny off-licence down at the bottom of the hill that does a wide range of obscure and interesting drinks that might be worth paying a visit.
