I think that Southern Combination Division 2 is a feeder league and doesn't come under the same jurisdiction as Combination Division 1 and above.
The line ups of feeder divisions are normally announced in June if I recall correctly.

The other geographically appropriate feeder league would be the Premier Division of the Mid Sussex League.

Which would explain why Ringmer have been promoted from Mid Sussex premier to SC Div1 bypassing SC Div2
I think the standard of facilities also determines the division clubs play in - Ringmer meet Div 1 standards because they have floodlights and some seating - a lot of Div 2 clubs don’t meet the stadium requirements to enable promotion to Division 1

Oldham had a semi-final match since the end of the leagoe season and presumably kept match fit. York City to the best of my knowledge haven't played, even a friendly, since season end.
