Since this is a shadow fleet, which Russia will claim is nothing to do with them, maybe it's time for the Royal Navy (and other NATO navies) going after them and taking them over (or taking them out if they object)?
Russia would be powerless unless they actually owned up and said, "Yes, they're ours, and have been operating clandestinely to circumvent trade sanctions".
