I can’t understand why Kaoru is not starting, even if he has been fantastic off the bench.
Because he's been fantastic off the bench. I think the coach sees him being most effective as an impact sub. Bring him on when the other team is getting leggy and watch him run circles around their defense. It's not an invalid strategy.

True and it will likely be quite effective against an aging Croatia.

Potter did the same thing with him but De Zerbi started him and he was the best player on the pitch by a mile against Wolves so it shouldn't be a permanent situation.,
