Why is this tele so cheap?

I doubt if that's true. Even if you get a authorised pre-auth, it's not uncommon for the transaction to be refused when you go to take the payment, even in some cases if its the same day, so I wouldn't have thought any company will take payment after an item has been packed/shipped.
