Might be wrong but I thought it came on when the power went off to the screens so I presumed it was some sort of emergency lighting

I think it was a scam to get people to part with £50.

I believe it says 'Live Event' or somesuch thing

perhaps its meant to be white but they never checked the colour on the box, and by the time it was installed buckingham had left the site so somebody made an executive decision and just left it as a red bulb knowing full well eventually a thread would appear on nsc about it and buckingham would feel obliged to send in a crack team of lightbulb changers to rectify the situation at no extra cost
