They can. A shop has the right to refuse any transaction they want, say you went to pay for a new sofa in 1 penny pieces, would you expect the shop to accept it?

Old tender can still be cashed in at banks
I'm a bit like the Queen these days that I rarely carry money. It's all done by tap or nfc on my clever phone.
Plus I also beat the system by not actually having any money. Crafty
Also avoids street charity collections boxes and beggars if you have no cash. If that is your wish
