O/T Is there anywhere that uses 'smart' traffic management?

I daresay that most cities (and towns?) worldwide suffer with traffic congestion, so with the technological advances that have been made, I wonder if any of them employ 'smart' traffic management?

By this I mean a system that observes where pinch points are, and instructs the lights to stay green that bit longer to clear any build up of traffic, and generally keeps the specific conurbation's traffic flowing, and free of jams?

I realise this might not actually be the desire of some authorities, with them actually wanting traffic jams, to dissuade people from using cars in the first place, and to use the situation as a deterrent ???

Interesting.

I dunno the answer but from my experience of traffic in Portsmouth where I live I would be amazed if they have it here
