No alcohol after 4pm

I was quite irritated on Saturday when, after queuing solidly from the half time whistle, we were unable to get a drink because it was a few seconds past 4.00. I know there are restrictions on areas with a view of the pitch, but this doesn't normally apply in concourses as you cannot see the pitch. Can you tell me where this rule came from, will it be applied every week and, if so, is there any way of speeding up service so I can see the game AND have a half time pint. Thank you.
