Nope. I've read it twice and I still can't see a problem.

Away fans have to park somewhere. It's obvious that Mill Road is the easiest P&R site for them to find. Now that they have the option of buying a travel voucher, they will use Mill Road. Are you saying they shouldn't?

If you know Brighton, you should find it easy enough to find the Racecourse or Mithras House. Why not try to? Especially if you want to arrive a bit later.
