Paraguay are ranked 50 in the world, so if he has played in 70% or more of their fixtures in the last 12 months, he will qualify on that alone, Copa Libertadores is also ranked as a tier 1 competition equivalent to Champions league, only played 3 of the 5 games his club has played so far in this years competition because he was injured, but that should give him 7 points, meaning he would only have to have played 50% of Paraguays matches to get the further 8 points required.
If he didn't have the points, the fee being the largest ever for a player from that league, him becoming the youngest ever goalscorer in the Copa Libertadores when he was 16, him being the top scorer with 11 from 14 games as his side won their league, counts towards demonstrating he is an exceptional talent, exceptions to the points system can be made using these sorts of arguments.

Edit: He should also have a couple of points for his league appearances, he is likely to have the points required, without asking for special consideration.

He's only played in 6 games for Paraguay, that's about 30% of games since his debut so that should earn him 6 points.
His Copa Libertadores minutes was only 28% of all minutes he could have played which is 4 points (he may get 5 points as Transmarkt say he was injured for 2 matches so those games could be removed from the available minutes calculation ).
Paraguay's league is the lowest ranked so the most points he could have got from that is 2 (if he'd played over 90% of minutes available).

That would put him on a maximum of 12-13 points which is couple short, so it's more than likely we'd have applied for the exemption, but with his internation apperances at 17 and the fact its a record transfer for the country it's a formality.

You are correct, that would push him over the 15 point mark, so it looks good either way. The club wouldn't have said he would be joining the first team squad straight away unless they knew the work permit was in the bag.

Good news.

He looks incredibly exciting in those videos. Wonderful balance and turn of pace.

Look forward to watching him.

I like his decision making in and around the box. It’s either a very quick shot or an incisive assist (with either foot). Obviously this is just from a highlights reel and we need to know if that decision making is the rule or the exception but he has plenty of time to get up to speed.

I hope that everyone is patient with him? Imagine moving to a new country in the spotlight of your home country at 18!
