Yes, but there's also a lot of suspicion about the Council's role in the whole business. Material released to the fans in response to FoI requests seems to suggest that the Council themselves may rather have been hoping for a redevelopment of Edgar St, which is in a prime location and a bit of an eyesore, and at least early on to have been in close contact with the new owners.
Quite possibly. With the new shopping centre across the road where the cattle market was, Edgar Street looks like the poor relation. However you would hope that any council proposing to building on the football ground wouldn't last very long in office. There is little in the way of recreational facilities in Hereford as it is, what with the racecourse having closed. It would be better if the council put their hands in their pockets and helped revamp the ground. Hereford is down to one cricket pitch now as well (the dreadful Widemarsh Common).

It's not a very football friendly council, and never has been. The local MP's on their case though, and the continual FoI requests have made it clear that they're under scrutiny.

The FA have lifted the suspension after confirming all the paperwork is in order and Hereford are complying with the regulations.
