My understanding, is that your understanding is completely wrong, at least in the case of Conway. Conway was there for us on a plate, but Oscar didn't want him. Then right at the end of the window, he changed his mind, but only once Conway was committed to Blackburn.

Conway even called the club asking to come - he was on a free. they went to Oscar and he said I will get back to you ( the board) if I want him, but never did.
Conway had no calls returned.
He signed reluctantly for Blackburn.

Rubbish, unless you have direct contact with the board or Conway you would never have heard such a defaggled story, and judging by your choice of avatar I very much doubt it
