It would be a good tactic to waste time so defending team should be penalised imo.

In theory not, as the ref shouldn’t be restarting play until the ball is back in play...

It’s not the ref that restarts play at a goal kick it’s the kicker but the ball is not live when kicked and moves. The ball isn’t live until it leaves the penalty area.
An attacker cannot be deemed to be offside position from a goal kick.
