You can apply for planning permission for pretty much anything anywhere. You don't have to own the land or the building in question to do so.
Is absolutely, 100% the correct answer. All you would have to do is serve a notice on the landowner to let them know you are applying for development on their land. Whether the owner will allow you to build on their land is not a concern of the decision makers (Council, Secretary of State etc). it is a bit mental really...
