Be careful who you speak to about it at work. Me and a colleague used to discuss (in a not very complimentary way) a particularly pungent young lady (who also had a glass eye that was creepy).
It transpired later that he had been shagging her the whole time.

Line manager has to have a quiet and sensitive word, there is no other way. HR won't be interested and would probably cock it up if they got involved, other ideas are either too subtle or too cruel. It's a horrible conversation to have but, speaking as a line manager, it's the sort of thing we are paid to do.

Its the line managers responsibility. Its a difficult interview but there are times when the person is not aware of the problem and are then able to attempt to resolve the issue. And it may bring to light an unknown medical issue.

Just tell the person quietly, in confidence that it's not something you have ever noticed but you overheard people saying you had body odour and that perhaps you could benefit from a stronger more specialist deodorant.
I feel for the bloke, I shower religiously every morning paying special attention to the under arm but can still suffer from bo in the evening. I explored the idea of botox to reduce sweating but just use a specialist antiperspirant and deodrant. Basically it's not always a personal hygene issue but a physiological one.

Yeah I'm with you on this, as a sufferer Myself (possibly more so than you) it seriously winds me up when threads and conversations pop up like this with the usual small minded "tell them to have a wash" answers getting wheeled out like it's always that simple.
I'm not suggesting the cause for everyone with the problem is a result of a medical or phsycological issue (for what it's worth mine is a viscious cycle of the medical condition Hyperhydrosis and the mental side of dealing with the stress it causes making the problem worse) but these matters need to be approached in an extremely sympathetic manner as it really can be sole destroying if that person is doing everything they possibly can to make best of the situation. There may well be nothing they can do about it. It's not an 'easy' thing to discuss either, even typing this out makes me feel uncomfortable.
From my research, botox isn't worth the effort and surgery is a definite no given the side effects. Driclor does the trick the majority of time for me.

Politely inform them that they have a problem, which after this many years they are probably well aware of.
Suggest ways to remedy this and make it known that they would be better settled in the workforce if they did something about it.
If it is a medical problem, then suggest they visit their GP and get advice on what steps they should be taking.
Stress how much this could effect their life in general and prospects.
If nothing happens, then just avoid them.

The boss should tell him. Say there has been complaints. I had to do this once as a young inexperienced manager speaking to someone who was a good 20 yrs older than me it's not a nice thing to do but if people smell they need to be told!!!!
