As has been said ad infinitum on this thread, the £1.4m was spent on the footbridge.

The bus stop changes would be a lot less than that.

Having driven past here a lot since the works started, most of the works seem to be to the access from the Bus stop leading up to the footbridge across the A27 (clearing the ground, changing the access layout to the bus stop incuding adding a disabled ramp down to the bus stop. If the bus stop didn't exist there (at a point i have always considered to be a dangerous location for a stop due to the bus having to pull back out into fast moving traffic) would the money have been spent to build it if they were only to do the same repairs to the footbridge in the first place and if so, how much less would it have cost?

Simple answer would be make it a lot longer so the bus has chance to accelerate and have warning signs further down the road.

Not that simple as both ends of the lay-by are very close to the supports for the bridges that cross the A27 in that area (one carrying a main road and the other is the footbridge connecting the village)
