It was a package. That could be £5M up front and win bonuses, promotion bonus, staying up bonus and any other sort of clause. It doesn't say we have a spare £8M sitting around.
You'd think so, but they don't have the right to talk to a player until it is agreed. Bids get turned down, which is why players then hand in transfer requests so that they can talk to other clubs.
At least, that's how I've always understood it.
