Russia and China have been aligning themselves militarily for a while now. The odd joint exercises, weapons sales etc. Plus China is without doubt secretly supplying weapons components to Russia. An alliance is only a matter of time.

I would imagine they have help from Russian dissidents? The Russian Volunteer Corp is an active unit in the Ukrainian military, it currently has approximately 200 fighters. So there are plenty of Russians willing to help.

Tartus Navel base in Syria has been used by the Russian navy since they built it in 1971. It’s a strategically important base for them. Designed to counteract the US 6th fleet during the Cold War.
