It's not the pointing out that the perpetrators are black that makes your comment racist.
It's the fact that you see black - as opposed to an individual human being perpetrating a crime.
The fact that it is a celebration of the culture of Carribean men and women who moved to this country in the 1960s. There is a good chance that your synopsis is correct because about 70% of people in attendance will be from that community.
People usually commit crime because they are not nice human beings or circumstances they find themselves in . Not because of the colour of their skin. There are no genes within their skin pigmentation which cause people , black or white to commit crimes

Exactly. That's why I am sure he is impersonating a Police Officer. No way would he keep his job behaving like that.
Haircut is a bit iffy for the Police too.

Who would dear question him?, If you did you'd be labelled a racist for questioning a black male rubbing his groin up against your wife or daughter. If I had punched him I'd have been arrested for racist assault. Maybe he used that disguise to rub his genitals against females knowing he'd get away with it. He should be arrested for sexually assualt.

Some individuals have been arrested for more than one offence and The Metropolitan Police aren't stating the arrested persons skin colour.
