Plausible yes, but in reality if Norwich have agreed to pay him more than us and he is happy with that, they will agree a fee for him with Spurs and he will sign for Norwich. This sort of transfer shenanigans happens all the time. I am sure his agent leaked the news that we and Spurs has reached agreement on a fee, that's the agents job and he has done it well. I admire the Albions silence on this matter. Unfortunately in most walks of like money talks. The majority of us would move job for 10K a year, let alone 10 a week.

I'm interested in Naylor's comment about an "illegal approach".
Illegal implies a rule being broken and to be effective rules need to be policed. If illegal approaches can be made with impunity it decreases the chances of clubs that don't have Prem riches being able to genuinely challenge for promotion. If all else fails, the relegated side with parachute payments can simply cover off the team that threatens them by acquiring their target.
Norwich already have Hoolahan, Naismith and Addison to play that "man in the hole" position, so even by their own fans' admission they've already got an abundance of options. Those fans are desperate for an out and out striker. Norwich have failed in a £12 mill bid for McCormack and are expected to sell Robbie Brady, they have pots of cash. We're struggling here.

Frankly, as the team all seem to get on well together, and it seems from where I'm sitting to be a happy club. If he's not that interested or thinks he can do better, I really wouldn't care if he went to Norwich or Bognor Regis. If we've got that sort of cash available we could surely get our hands on a very good Prem Player on loan.
Personally I believe it was the price of our Pies, that has been the sticking point....so who could blame him?
