Oh FFS, that's why I enjoy being a luddite.That all depends on who you have your home broadband with, if you're on BT then WiFi is readily available in many places without having to pay extra.
Is that a dongle?You can't get a 3G Nexus 7, it's WiFi only.
So, to guarantee connectivity when away from home, you'd need to either tether it to your mobile (if you have one that enables it) or get a MiFi unit (to create your own personal on-the-go WiFi Hotspot).
