Barco himself told ESPN on January 15 that he was already an Albion player, and Albion announced his signing on January 20. I believe the Premier League states that the work permit has to be applied for before the window closes.
I would think there is a pretty good chance the work permit has already been granted (although I'm not an expert on these things).

Well yes and presumably you can apply for a permit before a contract of employment is finalised.

There has to be concrete job offer (or in football terms a contract/transfer agreed) before a work permit can be applied for. We will have been sorting it as soon as the transfer was confirmed but he possibly hasn’t got it yet. He’ll have to visit a British Embassy to collect the permit/paperwork and enter the country under that.
The normal process would see a player come in for the medical and to finalise the transfer then leave the country, collect the work permit and re-enter the country under the full immigration status afforded by the permit.
Without the permit players are not allowed to train with team mates or take part in anything else that could be considered a work event. Jose Izquierdo famously had to sit out an open training event at the Amex after he arrived as he hadn’t had his work permit finalised at that point.
