Although, I am convinced someone else produced that for the HFs. Unlike a lot of people on here I don't begrudge them trying to create the 'ultra' style experience. Fair play to them. But what always gets me is how BADLY they do things. Shocking art, cheap looking, terrible fonts. ( https://louieblogdotcom.files.wordpress.com/2014/05/fortress.jpg ) That banner actually looked reasonable, along with the right message.

I’d imagine any banner of size brought into the ground would require the express consent of the club before it being allowed.
