It's essential to check the detail before publishing anything.
Just look what happened when the government had a rethink about the original draft of the Sexual Offences Bill. They had to go back to the House of Lords and get the wording changed.
Here's an extract from Hansard (19 May 2003):-
The Deputy Chairman of Committees: I apologise for interrupting the Minister but Amendment No. 343A has been wrongly marshalled. It should follow Amendment No. 345. I apologise to the Committee. I thought that I had it right but did not. We move to Amendment No. 343.
Baroness Noakes moved Amendment No. 343:
Page 32, line 1, leave out "genitals" and insert "penis"
