1. If Qatar can be awarded a World Cup then, yes - anything (including this) can happen.

2. Will the 12 have the balls to start the competition without PSG, Bayern and Dortmund? You would think that there would be interest from the owners of Celtic, Rangers, Ajax, Sporting Lisbon, Benfica, Porto, Galatasaray and Monaco to throw their lot in with the ESL.

Could definitely see a second tier of the ESL being added with the above clubs, thus introducing promotion and relegation. Rumours of a third tier involving Welsh League champions Connah's Quay Nomads F.C. maybe a few years away though.

Looks like the starting point of negotiation to me; something will happen, but not the thing that's been announced. Instead the various parties will negotiate a way to make some of this part of regular European football.

Already the Champions League changes included plans to help the "big" clubs if they failed to finish in the top four. There will just be more of that.
