who decides so many loanees

Who makes the decisions on loanees or permanent signing because by my reckoning that is the very person who has to take the lions share of the blame for the situation we are currently in

Adams decides who he wants Knight gets the paper work sorted. Not really a problem with loan players, last season we did alright, just what we have at the moment are not being used or are not good enough

it should be Knight saying how much money is available, Adams saying who he wants and Knight doing the deal to get him.
