Interesting. I had the exactly same experience today. Given our close location was it the same person? It was very windy so I wasn’t certain if I misheard. I just mumbled a quick hello.

But to answer the question, first two weeks of January, not before or after. Makes me cross when someone says it after about the 5th if I’m honest but I’ll tolerate it until the 15th.

Why is it OK to wish someone 'merry christmas' days or weeks beforehand, but not 'Happy New Year' ?

Probably because 'Christmas' now seems to be an entire season. Whereas New Year is just the day itself - it's no longer 'new' on 2nd January.
