What is the universal language of football?

Is English the common language used between players and refs when internationals are being played ?

For instance, if Spain play Russia, what is the likelihood of finding a ref that just so happens to be fluent in both languages ?

Anyone got any clues ??

The Referee often comes from a neutral (I.E Not spanish or Russian in your example) So might not speak either fluently, and will learn a little of both as to not give either side an advatantage. Thats how i think it works...
