Going by level of support in recent years, from even before the BZ effect, even if there were 10,000 seats, they would surely mostly be filled most games, even at a grotty Withdean ground (not an attack! - its the best we've got, and at least it is in the town).
Not only is there the unfullfilled home support, Brighton and Sussex catchment area, there is the hugely unfullfilled visitor support, from London and SE more generally. Many would, and did, come when thousands of places were available, not just a (very) few hundred.
BHA has a built in marketing advantage - Brighton itself, and the surrounding coast and countryside, is very attractive, so while Dad (or Mum) goes to the football, the whole family can have a great day out (think of our trip to Cleethorpe in the sun - bad result, but as a day out difficult to beat).
If Falmer is to be viable, then it needs to near full straight from the off, so anything that can be done to maintain or grow the fan and visitor base is very important, and shouldn't be measured just on immediate financial return.
There will be teenagers now (ie too young before Goldstone closed) who havn't ever been to a home game - somewhere between difficult or impossible since then. These and others who would 'have a look' if at least for some games it were possible to pay-at the-gate,
