Unmarked Saab police car on M23/M25

Seen him two or three times recently. Each time giving a ticket to some unsuspecting driver. Saab 95 (that's the saloon version, right?) light blueish colour. Presumably Surrey police. To have seen the same car so often must mean it is almost permanently on patrol.

Last night about 2030 on the M23. Previous times were mornings on the M25.

I am a good driver, but I don't always keep to the speed limit!
