On seagulls world, but unfortunately it is a subscription thing. Not sure how much exactly circa 40-50 pounds I think.

the nsc chat room (see live chat in the top right hand corner) is usually busy, with people listening and chatting about the game (and a lot of other things).. Be careful though, Reinelt62 , Moonie and any of the Scottish lot are a bit strange

It's about £12 a year on Seagulls world to get commentary only (ie no Seagulls World other stuff)
The BBC SCR site isn't allowed to broacast the commentary over the web due to licensing restrictions.
I guess the Seagulls World option of £12 a year is pretty good value.
