My take on this is that the guy is obviously a disgrace.
I've had some dealings with some of the councillors on Adur and Worthing council and to say that I was unimpressed with the antics of some of the Conservative members is an understatement. It was a joy to see Labour make such inroads into their majority at the last local govt. elections; the Worthing Tories had it their own way for too long and TBH needed shaking up.
There was a case in which a senior member of the Conservative group was being investigated after a complaint* about his behaviour. The Conservative majority on the relevant committee managed to ignore the advice of the council's legal officer, the local 'Independent Person' (appointed for this purpose) and an externally appointed expert, and abandon the investigation before it started.. It was a total disgrace: utterly tribal and the sort of thing that gives 'local democracy' a bad name.
*I wasn't the complainant BTW; just an observer
