Well, if it is a capital it must have been Berlin, I'd think. But I have no idea of the song. I only know one song by them and I'm sure it isn't that.

Can't think of many other capital bands, although there was a band called Paris once. Unless it is Prefab Sprout, named after the capital of Belgium.
