I saw a short documentary about this guy on the internet a few months back. Very creepy bloke...

Very reminiscent of that bloke from Boys From The Blackstuff who demanded that strangers shake his hand. This news story though is very sad. Yes, he's creepy and a bit perverted but clearly this chap in the news article needs medical help more than anything.
