SHORT HOPS - How do they work?

Is there a clear listed system which I can access? I want to know if I'm right or not.

Basically I've been getting short hops from second avenue to boundary rd for the past few weeks to save a bit of money, but today the bus driver said I must pay the full price as it wasn't a short hop distance, even though in prev weeks I got a short hop without a problem. I protested but the bus driver did not budge so a friend had to pay the rest as it's all I had.

So is there a clear system or is it just down to the bus driver's judgement?

If it happens again politely ask the driver if the correct fare stage is showing on his machine. If you know it is a short hop journey and the driver insists on you paying a full fare , pay it but retain the ticket and speak to the bus company customer service department.
