Genuine question. Why are snipers required if a suspicious package is found?
The two don't seem obviously connected.

Package draws emergency services to the scene, who become easy targets for terrorist sniper. Police snipers will identify location of terrorist sniper, hopefully before they rely on spotting a muzzle flash from his weapon to give away his position.

Went on for a few hours, absolutely loads of police cars and fire trucks basically surrounding the Amex building area. All clear now………barefoot guy with a rucksack was apparently wandering around saluting people

That is no use. He has his back to us so we can't see his "package" he took to the Police. Just wanted to show it off, I suppose. Although if he really does have a "package", it will make easy pickings for the snipers.
