Rack of Balls

Sitting in the West stand, I look across to the East Upper.

At each end of the East Upper, by the exits, there appears to be a rack, full of footballs.

Please advise what they are. If they are balls, why?

Don't let it be said the esu don't ave balls! AND COULD YOU LOT IN THE WEST CONCENTRATE ON THE FOOTBALL RATHER THAN OBSESSING ABOUT THE ESU AND OUR BALLS!
