On a wider level, however, in the interest of fairness and in the interest of making race less confrontational, maybe 'white trash' (and 'whitey' and 'honkey') should also be classified as racial abuse.
Any crime can be prosecuted as a hate crime if the offender has either:

  • demonstrated hostility based on race, religion, disability, sexual orientation or transgender identity
Or

  • been motivated by hostility based on race, religion, disability, sexual orientation or transgender identity
Someone can be a victim of more than one type of hate crime.

These crimes are covered by legislation (Crime and Disorder Act 1998 and section 66 of the Sentencing Act 2020) which allows prosecutors to apply for an uplift in sentence for those convicted of a hate crime.

The police and the CPS have agreed the following definition for identifying and flagging hate crimes:

"Any criminal offence which is perceived by the victim or any other person, to be motivated by hostility or prejudice, based on a person's disability or perceived disability; race or perceived race; or religion or perceived religion; or sexual orientation or perceived sexual orientation or transgender identity or perceived transgender identity."

There is no legal definition of hostility so we use the everyday understanding of the word which includes ill-will, spite, contempt, prejudice, unfriendliness, antagonism, resentment and dislike.

The worst racism I have ever personally enountered was on a bus in Kenya, when driver started shouting and pointing at a man trying to board. The would be traveller had done nothing wrong and simply wanted to get on the bus. After 30 seconds or so, a few other passengers joined in, shouting and very threatingly gesticulating towards the man. It was a bit scary, and as a white man on a bus of increasingly angy locals i was getting concerned

The would be passenger got off the bus step, bus moves off and calm returns. One of the passengers that i had been in conversation with explained thay "They werent going to let that Zulu trash on the bus. We are good Xhosa peoople here "

Racism is not confined to caucasians against other ethnicities-it can and is just as bad between any groups of different make up. And yes, caucasians can be racially abused as well
You are correct - racism is not confined to Caucasians - it is a product of oppression of one group by another. In its modern context it developed as a justification for the slave trade which was necessary for the development of capitalism. Without racism, capitalism will not have been capable of developing its productive forces in the eighteenth and nineteenth centuries in the way that it did. A prime example of white on white racism was the nineteenth century depiction in the British press of the Irish as ignorant ape-like creatures - a necessary process to justify the subjugation of a people on Britain's doorstep. In today's world racism is used as a tool by the right and the far-right to whip up division amongst working class people - and it is done to protect the interests of capital and the elites who own it. The most blatant example of this were the Koch brothers who are somewhere around the top ten richest people in the world - who have promoted racism and used it to argue for 'small government' and 'lower taxes' (for the rich).

The current drive in America against 'critical race theory' is a far-right backlash against the Black Lives Matter movement - and the playbook of the American far-right is being taken up in other English speaking countries by far-right elements who have now targeted refugees from African and Asian countries (while largely accepting the white Ukrainian refugees) and spouting all kinds of lies about 'unvetted males of fighting age'. In Ireland we have seen attacks on African and Asian refugees and when the far-right get emboldened with this they then move on to Ukrainians. At the same time these individuals in Ireland showed what their real objective is by campaigning against a ban on evictions (we have a massive housing crisis and crisis in services in Ireland despite the government being awash with money) - and even participated in some brutal illegal evictions of vulnerable tenants. They praised a landlord who attacked an African doctor who was a tenant in one of his houses with a circular saw.

Copying America - they are now targeting trans kids, and attacking teachers and library workers as paedophiles for teaching sex-ed and having books about being gay. I have been repeatedly threatened, called a paedophile (I don't teach sex-ed) and and my job as a teacher has been targeted by these individuals in my home town for standing up to their efforts to whip up racism against a temporary accommodation centre for refugees in the town. These groups buy into religious fundamentalism, anti-trade unionism, pro-landlord (using arguments about the sanctity of private property) etc. It is a small step to these groups attacking workers on picket lines during strikes. Attacks on trade unionists - like has happened in places like Greece (openly supported by elements within the police) - are going to become increasingly common. These attacks are now being followed by governments ramping up anti-trade union legislation, like the recent decision by the US Supreme Court that allows companies to sue trade unions for going on strike - and new legislation in Belgium that prevents striking workers from engaging with the public strikes to ask for support (striking workers have been prevented from informing the public on the street about strikes at Ahold/Delhaize, ING bank ad Zara in recent months). The Tories, even in their weakened state, have also attempted to attack trade union rights in recent times.

There are growing attacks on workers rights throughout Europe is fueled by the growth of the far-right and serves the interests of business - and these attacks are the logical extension of the racism against refugees, the attacks on the LGBTQ+ community, etc. and the rise of religious fundamentalism in many European countries.

This from 1946 is worth remembering -

I may be really dense here (and I often can be) but what could he have said to him as a racial abuse? "White trash"?
Context is everything. Add a couple of swear words and say it with hatred.
