Apparently the Football League is all too aware of Prosser's antics and reputation. But they are in a stand-off, they are those who want to strike him off the list, but he will then protest and sue the Football League on racist grounds. He really does have a chip on his shoulder about the race thing; other clubs' fans have been accused (wrongly) of racist abuse by him.
