O/T Photo montage

Does anyone among the excellent techie community on here know of a free/cheap bit of software that will let me put one photo on top of another? I'm doing a mocked-up newspaper page for my father-in-law's 80th birthday, and I want the main pic to be of his head superimposed on the Irish cricketer who walloped England last month. Have loads of pics of father-in-law, obviously, and can get ones of the cricketer from the web, but I've no idea how to put one on top of the other and save it in a usable format.
