Nothing to do with Newcastle, from my point of view. Arguably, the two top seeded teams will be best equipped to handle an extra round of football.

Surely it's the most logical way of doing it? Otherwise surely it should be random for everything? Some prem teams starting the FA cup in the first qualifying round, us starting in the 3rd round proper? Now that would be illogical.
