New stadium???

I drive from Woodingdean over the hill and down to the A27 towards Hailsham most Mondays (I deliver veterinary products to vets). I am greeted by a gleaming blue stadium nearing completion just before the A27, is this your new stadium? Forgive me for appearing dumb but I live in Somerset and support Tranmere so know little about Brighton.
