Lowe would slot in on the right side of central defence as the Seagulls stick with the 4-33 formation which has brought them seven points from three games.
Boss Mark McGhee has only made one change to his starting line-up in the first three games and that was due to Dean Cox's dismissal at Rotherham.
McGhee said: "Adam has twisted his ankle a little bit but we still hope he will be fit. If he isn't, obviously Keith will come in for him."
McGhee reckons his team will relish the chance to tackle a Forest side who have made a super start under new boss Colin Calderwood.
He said: "It's one of the big games in this division but in recent years we have enjoyed going there and have done well.
"They have won three, we should have won three so it looks like an even-steven game.
"They've got the home advantage but as I often say we have no fears of losing. We will give it our best shot.
"The pitch will be fantastic, there will 20,000-odd there and it's a good experience for a lot of them to go there.
"We know last year in the Championship what a buzz it gave us. It's no different going to Nottingham Forest."
